Council approves fiscal actions for Coyote Valley Specific Plan

The City Council voted unanimously to approve increases in funding for preparation of the Coyote Valley Specific Plan at its Tuesday, Aug. 29 meeting.

The recommendation included six major expenditures and proposals. It approved an amendment to the Amended and Restated Funding and Reimbursement Agreement with Coyote Housing Group, LLC for work associated with preparing the plan including environmental documents and regulatory permits extending the period from Dec. 31 to June 30. The funding is increased to cover staff and consultant costs through June 30 by about $2.55 million for a total of $15.95 million.

It also adopted a resolution authorizing the city manger to negotiate and execute amendments to the agreements between the city and five firms. This extends their agreements form Sept. 30 to June 30. It also increased payment the Dahlin Group, a land planning and urban design group, by up to $500,000 for a total amount that is not to exceed $970,630.

It recommendation provides an additional amount of up to $300,000 to KenKay Associates, a land planning and landscape architecture firm. Its total contractual amount is not to exceed $733,420. Economic & Planning Systems will prepare additional fiscal and financial feasibility analyses for an amount not to exceed $300,000 adding up to a total of no more than $600,000.

Apex Strategies is to provide added outreach, facilitation, document preparation and publishing for an additional $55,000 with the total contract not to exceed $325,5000.
