New 2004 API Base scores released in March
The Academic Performance Index is the centerpiece of the statewide accountability system in California public education. The Public Schools Accountability Act requires that the California Department of Education annually calculate
APIs for California public schools and publish school rankings based on these APIs.
Each annual API reporting cycle includes two reports: a base report, which appears in March and establishes a new calibrated base for comparison, and a growth report, which appears in October and calculates comparable improvement. These reports are based on APIs calculated in the same way with the same indicators, but using test results from two different years. For example, the 2005 scores will use 2004 and 2005 data.
The new 2004 API Base, released in March, summarizes the performance of a school district or a school on the 2004 Standardized Testing and Reporting (STAR) program, California High School Exit Exam (CAHSEE) and California Alternative Performance Assessment (CAPA).
The API is on a scale of 200 to 1000. It is calculated from the performance of individual pupils on the:
- California Science Standards Test in fifth grade—new this year
- California Achievement Tests, 6th Edition Survey (CAT/6 Survey) in third and seventh grade—new this year
- California History-Social Science Standards Test in eighth, tenth and eleventh grades—new this year
- California Alternate Performance Assessment (CAPA) in English-language arts (ELA) and mathematics for students
with the most severe cognitive disabilities for second to eleventh grade students
- California English-Language Arts and Mathematics Standards Test (CST in ELA and mathematics) – grades two
through eleven.
- California High School Exit Examination in tenth grade
2004 Statewide Rank
Most schools that receive APIs are ranked by school type: elementary, middle and high school. A rank of 10 is the highest and 1 is the lowest. Each decile in each school type contains 10 percent of all schools of that type.
2004 Similar Schools Rank
Most schools with at least 100 students with test results included in the API are also ranked in deciles by school type when compared to schools with similar characteristics.
The PSAA specifies these characteristics to include a student’s mobility, ethnicity and socioeconomic status; the percentage of teachers who are fully credentialed or who hold emergency credentials; the percentage of students who are English-language learners; average class size per grade level; and whether the schools operate multi-track year-round educational programs.
2004-05 Growth Target
A school’s growth target is calculated by taking five percent of the distance between a school’s 2004 API Base and the statewide performance target of 800. Any school with an API of 800 or more must maintain an API of at least 800 and is not assigned a growth target or new API target. School districts do not receive growth targets.
2005 API Target
The 2005 API target is the sum of the 2004 API Base and the growth target, except for schools with a 2004 API Base of 800 or more. Schools with an API of 800 or more are expected to maintain a score of 800 or more.
The State Board of Education also adopted a new method for calculating the API. The new method is described in the 2004 Academic Performance Index Base Information Guide and the 2004 Academic Performance Index Base Technical Information available on the CDE Web site at: http://www.cde.ca.gov/ta/ac/ap/.

The James Franklin Smith Elementary School PTA is holding its fourth annual Books On Par fundraiser on May 16 at the Silver Creek Valley Country Club. This community event will raise money for the school library, technological resources and artistic programs for the students.
Enjoy an 18-hole round of tournament golf, including a catered lunch by Megabyte Pizza, and/or head into the evening with a silent auction held during the complimentary wine and hors d’oeuvres reception. Next is a sit-down dinner in the Silver Creek Country Club’s Yerba Buena Room, followed by a live auction of the magnificent classroom art pieces, framed and ready for your home or office.
